Granary population boom

I just got the granary population boom late game when almost all area is settled and tiles improved. In fact, the free choice is going to be the best for me. Is this available early in the game as well? Is it worth disabling this opportunity in say the industrial era?

For context, the choices for this opportunity are

• 200 for 1 Settler
• 200 for 2 Workers
• +1 Population

FWIW, I agree with you, Zaldron: this Opportunity should only arise in the Ancient, Classical, and maybe early Medieval Eras.

Thanks for bringing this up, you're absolutely right. I'll make it unlock in the ancient era, and give it a very low weight so it's unlikely to happen after the Medieval era.
