Granting BuildCharge to unit without them disappearing after use?

I gave a charge to the Settler unit and assigned an improvement to them. Great, no different than the Roman Legion. However, when the Settler builds the improvement, they disappear (like a Builder/Engineer) and the Settler Lens is stuck on (can be removed by building another Settler).

Is there anyway to dictate who disappears after use? Why does the Legion not disappear but the Settler, in this case, does?
 
I've not found where that's defined, it may be hardcoded on the difference between civilian and military units (ie combat value > 0, not tested)

I'm going to try testing some stuff but I was thinking about giving the Settler a strength value of 1. I don't think it's a CLASS thing as the Military Engineer has no assigned class but is in the Support Formation Class and it disappears fine. Legion is only in Melee Class. My concern is how it would impact capturing Settlers if they have a combat score. It shouldn't impact it too much, seeing how the Aztecs can capture regular units occasionally.
