Great general and one unit per tile

I propose that we eliminate the one unit per tile feature and go back to what it was like in Civ IV.

I also propose that great generals are allowed to form an army. An army is basically a bunch of military units grouped together with the great general. The military units under the same army MUST be located on the same tile. They move as one, and attack as one.

An army will have the advantage of "the whole is greater than the sum of its part". For example, each archer has 4 hit points. 3 archers have a total of 12 hit points. But when the three archers are grouped together into an army, they will have a combined hit points of more than 12. That is the incentive for having an army.

Great generals can not form more than 5 units into the same army at the beginning. Technological advances, social policies, and great general's experiences may increase that number later on.

As great generals accumulate experiences, the "whole is greater than sum of its part" effect will improve.
