Great Leaders Re-Worked

Why can you only get a great leader from winning a battle with an elite unit? The greatest leaders in history were pacifists, not militaristic. eg: Muhammed, Jesus, Ghandi etc.

My Proposal:

Leaders should be divided into 2 types, militaristic and cultural.

Militaristic: can only create armies etc
Cultural: can hurry improvements.

You should be able to gain great cultural leaders when you hit certain crossroads in your civilization. This can be triggered by government changes to a more enlightrened form of gov't, the construction of a cetain number of cultural improvements etc.

This would allow peaceful players the ability to use leaders also.

I like this idea a lot. The more peacful ways to improve your Civ the better IMO.

Hmm. It might even be interesting to let cities build cultrual leaders. Right now folks can bend the rules buy building the palace & then switching over to a wonder as soon as they get the tech. Why not make it official? Let cities build cultural great leaders.

The only thing I worry about with triggers is that a player can easily control the military triggers, but the ones you suggest might be harder to do as frequently ... unless you want your religious civ changing governments every few turns to get a new leader....
 
I am not sure what the parameters for gaining the leader would be, but I definitely don't think you should not be able to build them.

The emergence of a cultural leader is a momentous occasion, usually only occuring once or twice in the life of a civilization.

The requirement would be that it is a change to a more enlightene4d form of government, and maybe add that the probability can only occur once per gov't type.
 
This idea has come up many times in this forum. I think you are right. Abraham Lincoln and Franklin D. Roosevelt were not soldiers, but their leadership seems to arise from some kind of national crisis. Sometimes war, but they don't have to be soldiers. Sid Meier wanted to do something like this (great artists, politicians, etc.) but they couldn't fit it into the game design.
 
This has been brought up so often, and so many goog solutions have been found that I really hope Firaxis will do it. But (: it will not come before CivIV, I guess.

Perhaps by keeping it on the front burner we can keep the pressure up!
