Greek world scenario workers

Hey, the workers in the greek world scenario don't seem to do anything but sleep when set to auto. Is this design or is this a flaw(don't like bugs). It is ok I guess to have to pay attention to the workers. this is a kinda war torn world tho - with barbarian minor civs like the Etruscans who I just killed off as Rome.(Etruscans weren't Barbarians btw Rome stole alot of the Etruscans culture when they eliminated them).
But question is why can't I auto my workers in this scenario(I love the scenario btw).

Passed it on and got a reply.

As long as there are minor civs or enemies nearby, the Workers won't leave their cities. They stay safe until you remove whichever threat is nearby, whether that's an enemy unit, city or a Minor civ.

ok thanks - so kill any body that is at war with me and my workers will work on auto - cool - well I am Rome, off to war. LOL
