Group policy, connetions settings windows 2000

I don't know if there is any body on this forum that can help me with this problem but here it goes.

Here is my problem, I have a windows 2003 server with about 60 clients. Most of my clients are running windows 2000 with all the latest updates. I set in group policy under internet explorer. It works and the clients can get on the internet. But the problem is with activex controls. I some site that clients need to get to that require activex. I need to enable activeX controls for my windows 2000 client. But no matter what I do nothing works. If I don't configure with active dir. then it works but every time user logs on they have to go back though the internet setup. Does any body have any ideas what I am doing wrong? Please any help...
 
I've run into that as well. It kind of defeats the point when they have to go back and change it again, so I just have them log-off and back on a second time, and they should be OK the second time.
