Civgeek: Thanks to MadDog' excellent summary, I know pretty well what to do. Crush Japan and settle the outer islands. The glorious Roman Empire is aiming for Domination ASAP. For the most part I left the workers to finish our rail net and focused our production centers on military units (a mix of infantry, machine gun and artillery) while newer or less productive cities focused on anything to increase population or land (granaries/theatres for the most part). I purchased theatres in newly conquered cities as soon as they stopped revolting. Tanks started to roll off the line just at the end of the campaign turn, but didn’t see any action. They are probably not needed at this point. For simplicity I’ve omitted city growth notices and non-military builds from the log.

I’ve stated moving some troops down to the border with China; they seem the logical next target, but realistically we can probably win by just letting the captured Japanese cities expand quickly. Either strategy works for me, although hit might be fun to see those tanks in action.

Does Arretium already have a theatre? If not, I think that takes precedence over the workboat since the purpose of this city is not to grow, but to take land, and we need to put some culture pressure on Vilcabamba.

I don't think so. I forgot to just buy the work boat and get it out to the fish. I don't understand the scoring enough to be able to tell the difference between growing one more Pop (food) and adding one more extra tile (since coast/ocean don't count towards the limit). I suspect we can do both pretty quickly.
 
I'm not so much talking about adding extra tiles to the borders of Arretium. I'm talking about flipping the Inca city. That's 7 or 8 tiles right there.

I think we can do this without ever declaring on China or Incas, who are in a mutual protection pact, by the way. :)

We have achieved a domination victory on my final turn and it happened just as things where getting interesting as we were at war with the Aztecs and the Chinese. The turnlog is below:
