Has anyone encountered this problem before?

I noticed with some of the Civs in my scenario that when you build a unit that costs population (such as a worker), if the unit is finished in the same turn that the city increases in population, the game crashes (something like "Civ3 has caused an error in civilization3.exe"). It doesn't appear to happen with all of the civs, just a few of them. Also, I notice these same civs usually don't build new cities or expand...they just sit there like a bump on a log. Am I missing something? Any help would be appreciated.
 
Actually, in my scenario the Germans expanded a lot. It seems to happen with the Chinese and Russians (I think). I haven't noticed this problem when I play a standard Civ game, only with the scenario I'm working on. I've changed so many rules and names, I'm having trouble tracking it down. Next time I do something like this, I'll need to be a bit more systematic I think.
 
I wondered if the problem was with my rule changes or the map I was using, so I played a few test games (a couple of hundred turns each game) using my rules on a random map. I still had a couple of civs that wouldn't expand at all, but it wasn't consistent. Making sure to always include the "problem" civs, in some games they would expand and in some they wouldn't. I'm pretty sure this doesn't happen with a standard game of civ, so i guess it's in the rules changes I made. However, given it's inconsistency I don't know how to fix it. If anyone else has encountered this before, I'd like to know if you were able to fix it. Thanks.
