Has This Ever Happened To You...?

I had started a new game in the HOF Mod on Vanilla Civ IV and I spawned on a small island and founded my city to find Cyrus, his scout and settler on a single tile with no where to move and I was going to capitalize on this when I produced a warrior but somehow Cyprus had teleported across several ocean squares to found his first city 2 squares inland.

Is this... normal....?
 
Probably your borders expanded. As you didn't have an open borders agreement with them they would be transported out of your territory.

They hadn't expanded yet, the same square was still a neutral territory.

I agree. If you have a foreign force in what wil be your borders, they are kicked out. I'm sure your city expanded. This would happen well before you finished your first warrior.

I capitalized on this a day or two ago. I arrived with my settler & escort right where I wanted to build. NEXT to a LION. I settled and the lion was transported out of my borders. (Animals can't enter your cultural borders.)
 
That would be so confusing for the lion / Persian involved. Imagine, you are wandering starving in the wilderness... suddenly a small city appears in the distance - and you are HURLED across the sea onto a small hilltop somewhere.

Lion should think itself lucky though. I spell lion "O-n-e-m-o-r-e-X-P"
