I'm getting killed on the 3rd(1 past chiefton) difficulty, hints, clues? I need help with military strats and such for that level.

Check the War Academy for some good strategy articles. Alternatively, ask here, but you'd have to be a bit more specific for us to be able to help you.

um... losing wars, unable to get any wonder falling behind on tech, you name it, it's a problem

Focus on getting an early religion build shrine, adopt and spread religion with missionaries this is big boost to $$$ and culture which is much more important in Civ IV than in previous Civ's. Also match your leader to suite your overall strategy eg: wars-Genghis Khan etc.

Like Psyringe said, check the War Academy. You don't have to read every article there all at once. Choose one that's either a good general guide, or something related specifically to an area of the game that's causing you trouble (research, for example, as you mentioned). Read through it, then play a game where you focus on applying its recommendations. Lather, rinse and repeat.
