This isn't actually because the city is losing you money, it simply means that this city is taking a higher proportion of your army's upkeep costs. Your units' upkeep and your officers' wages are distributed proportionally throughout your empire based on city population, so it's to be expected that your larger cities will appear to be losing money, particularly if you're playing as the Julii (due to the fact that many of the cities you conquer were barbarian, and so tend to be smaller than "civilised" ones.) They are, in fact, the wealthiest cities in your empire.Also, my economy seemed to go down. Some of my most developed cities, including one near Rome has like -2000.
This one confuses a lot of people at first, myself included. Frankly, I think it's kind of daft, because it stops you seeing at a glance how much a city is worth economically. It would've made more sense just to take upkeep of after the gross income had been calculated, as in previous TW games (and possibly M2TW?).
