I don´t mess with the editor, but I think Civ3 has no cheats. It´s up to you to teach them a lesson.

Here's one not a lot of people know about but it works great! Find a button on your computer case, sometimes on the back, sometimes the front. It's the Power Switch. Move it to the "off" (often marked "0") position. All your problems will vanish. As a bonus, one of our problems will vanish, too.
