(HELP)my custom mod doesn't work

I fix my first mod based on alice at the end it hasn't any error in mod buddy but my mod doesn't work in game how to fix it? Enclosed is the compressed file of my mode

If you go to my documents -> my games -> civilization VI -> logs

then there should be a file called database.log

it should contain an error message
