I don't know about being a civ guru, but I can try to help you out. I am pretty sure the city you move your palace from keeps all the accumulated culture points. Your new palace builds culture at it's normal rate, but you will lose the "oldness bonus". It's really not much, certainly not enough to be a factor in a considered palace jump. IMHO the biggest factor in moving your palace should be production/economy/science improvements. Take into account that you probably have a whole bunch of fairly well developed cities surrounding your present capitol. If you are moving very far, these cities will fall victem to super corruption and all those buildings will be still have to be payed for, while doing not much for you. And you may spend some time building infrastructure in your new capitol and surrounding areas. One reason I have jumped my palace before is to flip enemy cities. Just move your palace near an enemy border and sit back to enjoy your new cities! One last piece of advice, if you disband your present capitol city, you will instantly recieve a new palace in your biggest city. This can save a heap of time. Hope this helps.
