I believe you're posting in the wrong place. However, I did a search on Emule and found the file in question. Try downloading it and then sticking it into your Windows DLL folder.

Do a google search for the file, download it, unzip if necessary and place it in your windows/system file. If this was the only problem, you should have Civ IV.
