Help, viewing citys in world builder.

Months ago when I played this game I would enter world builder and I'd be able to click on enemy cities and view thier city display. And I just can't figure out how to do that now. I remember just simply clicking on any city and being able to do this.

Ok, to be more clear. I just want to see what specialists and stuff they have. I know I was able to do this before because I remember being overcome by Rosevelts culture once and I went into world build just to see what he had going on in that city. I was able to view his city display the same as you would see your own city display if when you click on your city in normal gameplay.

Everytime I click on a city I either:

a) place a lion in the city
b) I get a window that allows me to change religion, culture gold...etc
c) or I change the tile in map mode.


this is probably something so simple
