Help with installing Graphics Card.

I'm hoping this is the correct place for asking about this kind of technical support. I bought a GeForce FX 5500 256mb card so I would be able to play civ iv because I only have an onboard card which didn't make requirements. After I install the card, and start the computer I get a black screen with a small blue screen in the middle showing some screen options. After it reaches this page I can't do anything, and must reset or turn the power off from the back of the computer to get it to respond again. I hope someone either knows what is wrong, or has experienced it before and can help me. If I need to supply any more information please tell me.
