If they cost 15 shields and still were as good as they are now they would cost the same as jaguar warrior but would be better at all points. That doesn't make sense to me as I would say never make a UU better than another UU on all points. So i think Firaxis had no chance if jags had to cost 15.

well Firaxis could of made the Jags ignore movement cost of forest and jungles that would of even it up
beside Firaxis has made other UU that cost the same and are aviliable at the same time "better at all points" then other ones, i.e. Ansar Warrior (Arab UU) is much better then the Mongol UU,
oh and what were they thinking when they made the Conquistidors so damn expensive especially when it comes at a time when everybody all ready have knights and musketmen

It's just a case of Firaxis running out of ideas - particularly as most Civs have no other UU options than the usual Knights or first wave units.
The problem with making an ancient american UU is that you really only have the warrior or archer or scout to play with, so options will be limited. The Jaguar warrior could only be upgraded into one of the first wave of combat units (in this case a horseless chariot!). The sumerian warrior replaces both warrior and spearman. In my opinion, the Chasqui Scout should have been given the same stats and cost as the Jag warrior, and the Jag warrior should have been changed to have either an extra hit point, or and extra attack point and loose the aztec archer.
