HOF V2 PBEM - Juno

I've erased two replies to this so far. What I will say for now is that TG..you've met your equal in terms of Civ3 engine limitations/exploits. I've known you to win many games due to your amazing ability to manipulate the "Limitations/weaknesses" of the Civ3 Engine.

I see this as, "The Kettle calling the Pot Black"!

And one thing you can not imagine is the degree of cooperation between the Axis Players. It is the best I've ever seen.

I admire Has's forthcoming post. Do you want to share your "pearls"??? And in all our discussions and working together....Has NEVER ONCE indicated he was cheating or doing anything irregular. Nor did he ever encourage us to do anything wrong nor out of the ordinary scope of Civ Play.

I don't recall having had so much enjoyment in playing a Civ Scenario. And I attribute that to the fantastic off-board discussion of strategy and play thanks to HAS and SPARTACCA.

For what its worth....I suggest that we get back to playing the game and picking up the pace once again so that the "thrill of play" be the main focus.

Hasdrubal Barca:

The following is from post #1:

Running a deficit to Boost research is not allowed. The only penalty in the game
mechanics is losing a unit. Losing say 1000 Vps would be a little more appropriate
should you "accidentally" (because of unrest) run out of money.
I'm not sure how to enforce this, anyone got any ideas?

I'm going to have to dock the Germany-Minor Axis team 1000 VPs for
each turn you have been in negative spending. Have you been in deficit
since the beginning of the game?

Nope, i can honestly say i did run negative defict for 5 turns, but pls only penalize Germany i this aspect, i don´t have any knowledge of Minor Axis being part of this.

Hasbrubal:
Since this scenario uses alliances, VPs are calculated on alliances, not
the individual Civs. So Alliance #2 (Germany + Minor Axis) loses 5000
VP.

About the reloading, I remembered this from the Newbie to PBEM Guide.

"- You are not allowed to reload if the "dice" went wrong on you. Of course sometimes if you have a crash or forgot to do something it can be used but it is better to limit that and to replay in the same order as you did the first time. Thant + the option "preserve the random seed" which is often chosen should make the turn have the same results. Note : reloading can be seen."

Sure would've been nice to replay some of Russia's turns...

I reloaded the last turn to check the scores, perhaps
this will help players decide wether they want to continue this
game:

Alliance 2 (Germany, Minor Axis) 64280 - 5000 (penalty) = 59280
Alliance 1 (USA, etc..) 52410
Alliance 4 (Japan) 34105

I propose we put it to a vote, continue or start a new game?

I'd vote to continue, with a few reservations:
- no reloading, it is not fair for players who play their turn once.
- no exploits... especially with regards to production and gold income. The allies could have copied what Germany did to boost production and gold intake. We would have easily crushed with a huge surge in military units. However, we chose to play according to the normal build schedule.
- no spying on the game save with external programs. It is unfair for players who actually spent money on intelligence.

I find that to continue without these clarifications, we wouldn't be playing in the spirit in which Eric wanted us to play this HOF scenario.

Will play the turn and send it along in about 36 hours. I have a long flight ahead.

I vote continue, but i say that with no exploits construction brigades should be allowed outside german cultural borders to balance things up.

I also don´t see the problem with using CivAssist II

I'm on board with TechGuy's proposals.

On a seperate note I'm going out of town until sunday evening so you all know, just in case it somehow gets all the way back to me before then.

Have a good memorial day weekend all!

I don't quite agree with allowing those constuction crews to be used in an offensive manner. I think we discussed in the beginning that those German crews were to be used within German cultural boundaries. However, if cultural boundaries were expanded using temples, libraries, etc, then I don't have a problem.

I had a few CAs in the back that could engage your TF. I'm still a bit upset about losing 3 carriers last turn. I thought I counted the tiles correctly.
