Is there a percent chance to create a horde when the last city is taken?

I haven't played BI in years, but I just reinstalled it. I just took the only Alemanii city, and, expecting to face an angry barbarian diaspora, I instead got the message "faction destroyed." Is it simply that the Alemanii don't horde, or is the hording only something that happens sometimes?
 
IIRC, there are two kinds of barbarian factions in BI, "barbarian" and "nomad". "Barbarians" are the tribes living on the borders of the Roman Empire, such as the Celts, Saxons, Allemani, etc. and cannot form hordes (the exception being the Franks, for some reason). "Nomads" are the tribes living further East, such as the Vandals, Goths, Huns, etc. who can form hordes.
This distinction has other effects as well, with the Barbarians typically having poor cavalry (the exception being the Frankish Paladins) and strong infantry, while the Nomads have strong cavalry and poor infantry.
 
Yeah, I took Vicus Francii, expecting to have solved my barbarian problems for the moment and maybe conentrate on fighting the civil war that was, well, everywhere, when suddenly thousands of Franks jump up and say "we're HEEEERE!" and pretty much increase the ass-kicking on me tenfold.

So the Berbers won't horde, either, then?
 
Nope, Berbers won't horde. If you look in the manuel, it says which factions can become a horde. Also, do any of you have any advice on defeating persian clibanari as ERE early in the game without heavy losses. They can run away from my infantry, defeat my cavalry, and charge my archers.
