Well in real life, Catherine the Great had many lovers. I don't think they did her justice in Civ 3. But I guess I would have to go for Industrial Age Cleopatra.

Catherine looks like an obese horse in C3C and PTW. Can't say about vanilla.

And, yeah, Theodora is probably the best looking of the six, if it mattered.
