I think part of the problem is that the graphics of the base terrain are generated based on the terrain of the surrounding tiles (so that the game world doesn't look like it is a bunch of hard hex blocks)
Which is why the world builder is in strategic view
not unstable, just with different assumptions (ie base tile terrain won't change)
That said, I think they might be able to do some Actual terraforming in this one (the miasma overlay is semi transparent, you might be able to have an 'Earth overlay' that made the tiles look more earthlike)
