How are you supposed to catch barbarian scouts?

It's not like you can cleverly head them off, how are you ever supposed to stop them reporting?
 
The first one can be tough. But I've found that building 1-2 early slingers, making sure you kill a unit for the archery eureka, then a quick upgrade to archers is a decent strategy. Archers kill scouts pretty easily.
 
Its usually a few turns before the camp spawns. Follow the scout and kill the camp. When you get archers it gets simpler
 
Beelining Archery has become standard for me in Civ 6.

But yeah the Scouts are especially annoying when you start building trade routes.

Nope. Camp spawns the scout. If you don't pin the scout in place, it gets home and calls the war party. The scouts are also linked to a specific camp, so if you kill the camp and not the scout, it just wanders aimlessly. They can pillage trade routes, however.

There is serious RNG as to where the camps spawn, and the paths the scouts take. If you get lucky and they are further away, the more time you've got. Which is a good reason to have multiple units and push the Fog back. The camps can't spawn if you're looking at them.
 
There is some amount of luck based on camp spawns and terrain, but so far I've done okay by building 2 slingers very quickly, and playing a game of slowly discover all nearby camps while using my 3 military units to play an effective and pre-emptive zone defense. If a scout gets my borders without someone already nearby to intercept, I feel like I've failed.

Again, accounting for some scenarios which this just won't be possible.
