How can I open border with other countries?

I am sorry that I ask such question as I got Warlord just yesterday

I want to know how can I open border with other countries in scenario Chinese Unification?

I tried a lot of times, I can't do it everytime.

first you need writing, that enables the open borders option, and after that you need to have the other civilization like you enough to want to allow the open borders treaty. Keep in mind that some civs, like Japan, aren't too keen to allow open borders.

It's hard. Try to pick civics and change religions to match the target Chinese clan, then spread your family history like mad, and get them to change to yours, and then change back.

Tedious, yes. But it's my favorite scenario.
