How can i turn off the city specialist governor

I had ten merchant specialists in my capital in an effort to create a great merchant. Next time I look, the horrible city specialist governor had turned all ten of my merchant specialists into science specialists. I DIDN'T WANT THAT! Is there any to turn that horrible thing off?

And if not, is there anyone else out there who finds this terribly idiotic and frustrating?
 
No way that I know of. I have no idea how the AI assigns the specialists but they never appear to be put the way I want them too. I can't remember the number of times I woke up with an Artist in a city in the middle of my cultural borders.

What you can do is click on the emphasize buttons. For example clicking on the commerce one will make the governor privilege Merchants over Scientists. You'll still have to check every now and then to see if everything is ok though. Never trust a computer. ;)

Still to me, that doesn't seems to work. it keeps ignoring it for most of the times. I think the computer has a preference of filling in the specialist from low to high. Best would be to only build things that allow GM and ignore the other buildings. And check everytime you've build something.
