After you some of that reading you'll find that few Civs, and often your own, don't particularly like it when you nuke anything. Even ocean tiles.

Things to tick off the AI...
Declare war
Break a treaty (see item above)
Launch a nuke

Build the UN and never hold the vote if your reputation has been ruined.

The other side of this coin is that an in tact reputation is very valuable in this game. As long as you don't screw the AI's they'll deal techs, luxuries, etc. with you. Screw them over and you'll be shut out of any deal that involves any commodity traded over multiple turns.
 
I did the nukeing after I lost, I played a few more, unscored turns ;)

I know nukes won't make you popular. I remember in Civ2, the AI's would get upset if you mearly built them, never mind letting a few off.

I'm learning to try and keep my rep intact. I'm being very nice to my neighbours in my current game. But then, they're stronger than me :lol:
