This isn't a very clear statement to me. G often says that such-and-such a difficulty in Vanilla is like such-and-such a different difficulty in Vox Populi, so a more clear statement of what is going on would be nice.

What I think he means is that Community Patch and Vox Populi aren't the same thing.

It means that the vanilla difficulty formula's are used on the community patch, but Vox Populi overhauls them with that page's formula.

Community patch is just the first module of the mod, with almost no changes to vanilla except for massively improved AI. (Also a few others that are needed like siege units not needing to set up because AI couldn't 'get it'.)
