How do I claim a city state as a protectorate?

Sorry, I haven't played this game in a year and can't remember and can't find it. I see other computer players claim that a city state is under their protection but I just can't figure out the way to do this. I have tried it with city states that are both allies and friends but don't see the option under their diplomatic window when I open them.

I am playing with mods, so maybe that's why, but I'm not sure if I am just missing something very obvious.

Once you have achieved friend status, the option will appear in the CS screen.

I'm pretty sure for some weird reason sometimes this does not show up. Because I actually never do this, but I noticed that the option to do so is sometimes not there (only talking about allied ones).

How does one "take back their protection" of a city state like so many of the AI civs do before they attack CS's?

i think if you are friends but they are allied with someone else you cant do it. if they are allies or friends with no other allies you can. i think.
