How do I create a Spy?

Sorry for such a trivial question, but I can't figure it out.
I have the Intelligence GAency, have tried clikcing on the E and D buttons on botton right display and the "star" symbol nexst to my capital but nowhere do I get the option to create a spy.

What have a I missed?!

on the espionage screen, click on the spy option box, then you can build a spy.

First research espionage, then build Intel Agency. After that go to the Esionage Screen (E Button) Wher it says Diplomatic and spy click spy then go to plant spy, select country and choose payment.

Ive got the Intel Agency (and researched Espionage), and when I go to the Espionage screen I don't get the Spy options.
Just asks which Civ, and whatever I select I get the usual, Investigate City or Steal Technology, but no Spy option.

I'm running 1.29 of standard Civ 3 (not Conquests).

Is this a bug, or any other ideas?

Right click the city with the Intel Agency, and select "Conduct Espionage".

It's different in C3C, but that's how you do it in vanilla.
