How do i do propaganda?

I found a Zulu city with access to oil. I WANT IT! I don't want to attack the Zulus (we have a right of passage treaty in effect and i don't want to break it), and the Zulus can't trade the oil because they haven't discovered refining yet.
I have discovered Espionage and have built the Intelligence Agency. But I don't know how to plant a spy and do a propaganda campaign. When I click on the "Espionage" button, my only options are "Spy on city" and "Steal tech"; well, i've spied on my target city, but I don't need to steal techs. How do i set up the propaganda now?
 
You just have to double click on the city you have the Intelligence agency or right click, like the way you do in your capital city to create embassies. Then you will see a menu much like the build embassy one asking you were do you want the spy (with a small fee,of course) and then,after you succesfully inplant a spy (could be risky, you might wanna save before you do that). Then double or right click on the smae city again and you choose "conduct espionage". There you have it!:goodjob:
 
Propoganda doesn't actually work for me. By the time I've planted spies and fought the inevitable war that comes from same, I get messages that say, "The blahblahblah city of blahblahblah is not sympathetic enough to our cause." or "The citizens of blahblahblah are immune to propoganda."
 
Yes everytime I've tried I've gotten the message that the city is immune because the civ is a Democracy. I think Democracy shouldn't make it impossible. In fact, I think it would be easier for propoghanda to sway government in a democracy than in an authoritarian state because of the fact that in a democracy the people decided, and therefore the people can be swayed by prop. In order to affect authoritarian states, you would have to propaghandize the king...which would be strange.
 
It´s true. Democracy should be (at the very least) vulnerable to propaganda. How many "democratic" states fall for masive propaganda in history? To many. But try to use propaganda on Cuba. It´s useless...
 
I don´t defend the Cuban governament, I just say that propaganda it´s meant to convince the general population. Cuban-americans do regular propaganda on the island and I didn´t hear of a revolution on Cuba. Did you? I of course think that cubans want to progress more in all aspects and move Castro aside, but I also think that the cubans are now more conservative than ever....(The russian post-soviet-union democracy is not a good roll model)
 
...The control of ideas in totalitarian governaments makes the general population more "inmune" to propaganda. In democracy plurality makes every idea (even extremists ones) valid.

No...but off the top of my head I can think of Iraq and Afganistan (Well, the Taliban are pretty much gone now) where there are indeed factions trying to overthrow the rule of the government.

However, I cannot think of any modern democratic government where this is happening in.

Propaganda doesn't necessarily mean the general population trying to revolt against the government.

I don't claim to know all of history, and I'm sure it has happened before, but what democratic country has been overthrown by rebels through the use of propaganda?

What country have been overthrown by only propaganda? And countrys like afghanistan are lotta different thing than cuba. In many wars tho there have been used propaganda to gain the control of citys, but the working sucess hasnt been that good tho.

Yes, but we are talking of the one that incites the radical change of governament...

Please note that I use the word democracy with " ", because my idea of democracy is a very active people governament, not the one-vote-every-2-years type.

An example of a "democratic" governament overthrown by propaganda is Argentina in the year 1965. The president was adressed as an idiot, useless and worst by ALL THE PRESS (instigated by foreign interests in part). When the military toke office, the people aplaude them. His governament wasn´t even bad and the people just didn´t care when they kick him out.

The soviet union use it repeatedly to absorb the east european countries...

Cuba (yes, those bastards) does to this day an active propaganda on Latin America. Over the years his propaganda (and support) raised revolutionary factions all over the region. And I´m not talking of democratic movements here...

I donno.... they are several examples. Every political movement and presion group has his propaganda.
