If you have numbers on the same key as some of the alphabet (in a different color) arranged in the number pad order, you *might* be able to use them...I'm not sure.
On my ancient Dell Inspiron, I hold the Fn key down while pressing the appropriate key with blue characters. Dell superimposes a number pad layout on top of 13 keys (7-0, u-p, j-;, and m). Civ2 doesn't care whether you're typing [PgUp] or 9 on the keypad, so the Fn trick works on my Dell regardless of the NumLock setting.
On my old compaq There were 4 keys that would act as diagonals without the FN or Num lock: I think they were Home, End, Insert and Delete, but I could be mistaken.
