How do you change the ethnicity of units?

I know about the Ethnicity column in the Civilizations table, but whatever decides what the units look like must not be there. For instance, Greece and Egypt are both set to 'ETHNICITY_MEDIT' yet Greece's warrior looks European and Egypt's has dark skin.

I want to make Persia's match Egypt's. I changed Persia to ETHNICITY_MEDIT but I'm not sure what else to do.

I experimented with this a bit with no luck. I was attempting to create ethnic barbarian units. It seemed that a civilization can have only one ethnicity. But I know I'm wrong though. Deliverator's Australia mod has two different ethnic units.
