How do you create Tax men

just go into the city screen, click on a tile that is use. This will create an entertainer. Click on the entertainer and it will change to a scientist or a taxman. I hope this is clear.
 
1)Go to the city screen (right click on city - left click on zoom to ___).
2)Click on a square with food/gold/shields. this creates an entertainer.
3)Click on the entertainer. This creates a Tax man; I believe.

I think the order is: Entertainer --> Taxman --> Scientist --> Civil Engineer --> Entertainer. :)
 
I did forget; but I think it is; but I think police man is between scientist and civil engineer.

BTW Civil Engineers are great for building in totally corrupted cities. Two schields per Civil Engineer regardless of corruption. It can reduce build time dramaticly.
 
Also pointing out that the Policeman and Civil Engineer are only available in Conquests. ;)

For jamirandajr: Taxmen won't make you *that* much more money - your best bet is to build roads on the best tiles, and assign your citizens to work on those tiles. :D
 
when my cities grow and i have more people which exceed the 20-tile city limit, it seems that it attomatically adds taxmen. Can i change the city to, say, always add civil engineers instead?
