How do you play a map of earth and have civs start in their regions?

I have tried is several times with the Americans and I have been in Japan twice, Africa, Scandinavia, and South America. I have culturly linked starting locations checked but that doesn't seem to be working. I want to play a game on a map of earth with the Japanese in Japan, French in France, etc, etc.

I sure this is a very easy thing to do but it is not working for me.

What does the culturaly linked starting points(or whatever it is) mean? I don't know anything about making my own maps and such. Is there map out there that has people start in their real regions? It was part of the game in Civ(and Civ II I though).

CLSP is supposed to give you opponents of the same cultural group as your chosen Civ, but it's broken and always gives you opponents of the American cultural group, so turn it off unless you want to play against the Iroquois, Mayans and Aztecs every game.
