How do you rush production?

I have the Slavery civic (Hey, i'm Egypt, it's natural!) enacted but I cant find the option to rush production anywhere, I was almost in a bit of a bad situation because of it so I wanna know for later reference.

Where is the dang thing? I looked all over.
 
Just left of the minimap, with the governor settings. There are two hurry options: the one used with Slavery (uses pop to hurry production) and the other used by Universal Suffrage (uses gold).
 
They are grayed out if you can't make use of them (either because of your civic choice or because you don't have enough gold/people). Unlike Civ 3, you don't get a "too much money/people" message, but if you hold your mouse over long enough, you'll get a popup telling you how much gold/people it will cost.
 
In the city view you will see the tab for draft, if youhave the civics one of the top two will be lit and available.
 
Yeah, it took me a little time to find it but considering I was working on a swordsman for an undefended city while a barbarian was advancing on the city, I was not ending my turn until I found the hurry production option (I had already implemented slavery fortunately). When I moved my cursor over the arrow it let me know how much population it would cost and how it would effect the happiness of the population (2 population and -1 happiness for 15 turns). Needless to say, I used the whip.
