In one of my cities my total industrial output was 65 and I had no citizens assigned to my industrial zone. For experimentation, I took 3 citizens that were only producing food and assigned them to the industrial zone. My total industrial output remained at 65. If assigning citizens to this zone does not increase your production, how do they help you? Needless to say, my food output dropped dramatically even though my production output was unchanged.
