How does Machiavelli work? Is his ability bugged?

It says that you gain Gold when your Diplomatic Actions are accepted or rejected. As far as I can tell nothing is happening. No matter what Endeavor or Treaty I start with someone, I'm not getting any Gold. What am I missing?

I assume the gameplay rationale is this:

You as Machiavelli want to accumulate a lot more Influence than other Civs. You want to be able to overwhelm their Influence, so they really won't have a lot to spare to actively "support" the action and benefit with you. It's encouraging you get to the lion's share of benefits. It's also encouraging you to irritate other leaders so they'll reject your offers. Very Machiavellian!

Gotta be very literal with interpreting descriptions this time around, Civ 7 throws a ton of gameplay terms at players.

I would prefer if the wording was changed to include "but not supporting." It'd prevent this problem from happening in the future.

They should change it to Machiavelli receives gold whenever a leader grunts, including Machiavelli. Gold mine.
