How does map generation actually work, regarding Civ placement?

I've tried searching for this but I can't find an answer. How exactly does the map generation work?

I'm assuming that, because you can pick the Civs for any given game, the game tries to generate the map according to the Civs?

E.g. If Canada is selected to be in the game, does the map generation attempt to generate more tundra tiles? Or if Gitarja is in the game, does the map generation create smaller landmasses?

Or is it much more simple than that? Does the map generation proceed independently of the Civs selected, and then simply tries to fit the Civ into certain parameters when searching for a starting location?

Just guessing but it would be strange if you choose Pangaea and got Archipelagos because Norway and Indonesia was in the game.
 
I don't know for sure, but I'm under the impression that the map is generated per the parameters specified at setup without regard for civs selected. I think that why there are two seeds (bottom of advanced setup screen). The map seed along with map size, type, and other map parameters should always give you the same map. Then the major civs and city states are placed.

I'm sure someone with more actual knowledge can improve on this response.

Edit: I've a second question then. If you select the Civs to be random, is then Civ selection completely independent of the map generated, or does the game exclude the Civs which might have a severe disadvantage in the generated map?

E.g. "If no oceans, exclude Kupe." Does that happen?

no, the random civs are selected before the map is generated.
 
and also dont forget that every civ is placed as close to the human player as possible to encourage early warfare :D ( just kidding , kind of )
