[R&F] How does Vilnius CS actually work?

Not tested, but I understand it as follows.

If you have at least one level 1 alliance: Theater Squares get +50% adj.
If you have at least one level 2 alliance: Theater Squares get +100% adj.
If you have at least one level 3 alliance: Theater Squares get +150% adj.

As most % bonuses in this game round down, this makes the suzerain bonuses quite weak compared to the other cultural city states.

Oh that's not AT ALL how I understood it... I understood that you needed to get to LVL3 to get ANY bonus ?
 
It seems weak to me. Theatre districts don’t usually get more than 3 bonus adjacency. So even 150% rounded is 4.

I would actual be +4 on top so the theater would in total be giving 3+4=7. This could be quite strong except (a) 3 bonus adj. theaters are not that common (b) you wont be getting a level 3 alliance until very late in the game.

I imagine it could be alright for Japan, the Dutch or Greece but pretty awful for most other civs especially when compared to Nan Madol or Kumasi.
 
Maybe this is part of what I'm doing wrong, but how many TDs do you normally have anyhow?

Unless going for cultural or military victory, I usually have 3 TD on a 10 city nation.
- if domination victory, as many as get captured
- if culture victory, as many as possible, likely 8-10 in a 10 city nation.

There is no way to answer this in a vacuum. Theater Squares are much more important in R&F since mid to late game culture is much harder to get now that they removed the +1 culture/district policy card (great change by Firaxis IMO). However, even if going for a culture victory you should almost never have more theater squares than campuses. There are obvious exceptions such as if you are playing England/Greece/Japan/Russia/Zulu.
 
I build them after I have campus, IZ, CH/Harbor. Most of them are +1 if I am lucky.
I build them in about 1/3 of my cities, unless going hard on culture victory.

So looking at the bonus from this CS, I would much prefer Kumasi or Nan Madol.
