My strategy is similar to Zwelgje's. I try to do as much research as possible before 1 A.D. (when research costs double). Until that point I only tax enough to cover maintenance costs.
After 1 A.D. my research is often far ahead of infrastructure. If that is the case, I stop researching for a couple of centuries (sort of voluntary dark age) and use the money to rush city improvements. At this stage, the government is normally a Democracy and I have around 15 cities, many of which are quite small. Under those circumstances, net income is around 150 coins, but decreasing steadily because of rising maintenance costs. This phase often ends with a luxury-induced population explosion.
Afterwards, I minimize tax and luxury rates and boost science again for the rest of the game, except for wartime when I need money to finance insurrections. Normally, I fight late-game wars as a Republic and net income will be around 600 coins per turn.
Of course, this is a only general account reflecting my "normal" way of playing the game.
