How pre-defined can a game be?

In Civ5, which I've played a lot of, I could decide how I wanted to play before the game (e.g. aggressive v peaceful). In Civ6, which I've played much less of, I've heard you really need to adapt your gameplan to what the game gives you, and can't really decide on a set path beforehand. Which of these extremes do you think Civ7 to be like, or somewhere in the middle? Sometimes I'm in a peaceful mood, sometimes I want to kill a lot of units.
 
I always let the game take me where it goes. I'll go in with a plan, wanting a cultural victory, I'll let that guide my civ choice, and focus what buildings or districts, but if I stumble upon a faith or science heavy map layout.
Or find myself having fun I'll run off to war with a few guys.

l VII will absolutely lend itself most to the "Have a plan, but have fun where it takes you" side of the spectrum, with the various civ paths you can unlock, seemingly(?) more assertive AI
 
There is also the potential, unavailable in previous Civ games, to completely change direction with every succeeding Age and new Civ choices.

Start in Antiquity playing a Cultural game with, say, Greece, and find yourself with enough Horses to play as Mongolia in Exploration Age overrunning everybody in sight as an expanding militarist.
Then pivot back to Qing China in the Modern Age for Economic exploitation of all your Exploration Age ill-gotten gains . . .

The potential pivots are massive in each game, no matter how you start out thinking you are going to play it.
