How to get badly located resource?

Now that CIV 3 colonies are gone, how do you deal with a situation where a key resource is badly located but you need to get it?

It might be in an area unsuited for a town, or worse, in the middle of two cities where you can't build a town without sharing almost all the city squares with another city.

It seems I'm getting this problem in every game. :mad:

I believe all you need is a road (or a river?), the appropriate tile improvement for the resource, and that it be within your cultural borders.
 
Indeed, if it's in your borders, just improve the tile, outside your borders...
...then you'll have to build a city nearby.
 
Yeah, I'm pretty sure that's right. It's actually easier, now. You don't need a colony. If a resource is within your cultural borders, you just need a road to it and whatever improvement the tile needs. It does not matter whether it's actually being worked by a city.

Of course, it's usually better to have these tiles worked by a city, since they provide extra food, production, or commerce. But you don't need it to be within a city in order to get the resource itself.
