how to made moar units?

hi everyone. i wanna ask some question. but first, im korean so cannot speak english as well.
i see a mod which named "MOAR UNITS"

and i wonder how to made a unit models.. because modding tool like civ5 SDK not release yet. due to mod leaders image so much as original leader image.
and translate english to korean 한글 (im korean ) , text output with broken.. like arabian spell.. haha
so Question, how to made ingame unit model without civ6 official modding tool?
