Most people aren't nasty about it, they've just grown up constantly being fed the idea that Asia is dirty and unsafe, and that most serious crime is committed by Japan's large Korean or Chinese community. Part of it is just an inevitable result of Japan's much higher standard of living, part of it is the hate-filled history of the region, and part of it is the government and the police scapegoating and telling tales to help them grab more power.
