How to trade cities without declaration of friendship

Anyone know a mod or know what file to mod so that we can trade cities during peace treaties and during trade negotiations?

I receive this message

"We have no tradeable cities and/or we do not have a declaration of friendship"

Whenever I am making a peace treaty and want to give back conquered cities(hopefully in exchange for gold).

Whenever I open up regular trade dialogues with other civs that we don't have declaration of friendships with.
