How to use the UN

Is there a way to suggest resolutions or must I wait patiently for them to suddenly appear like the Acrostic Palace ?
I cant find anywhere a place to suggest resolutions or any info regarding the issue.

You've got to wait for them to appear.

You must wait until the suggestions pop-up, however I think there are certain things that trigger these pop-ups (can't think of anything now).

If you're elected leader of the AP or UN, you can choose all the resolutions (I don't know if you already knew that, but just in case...)
