How to view loyalty per turn in every city?

I would suggest "verifying" your game files.

Open Steam, Libraries, Right click Civ VI on left sidebar, Properties, 3rd choice is Installed Files, then choose "Verify integrity of game files". Perhaps part of your install got corrupted.
