I'd have to say it's a little less, just because mass no longer ensures a quicker space race victory. In Civ3, the bigger you got, the faster you won-- except for Cultural, but then I've never pulled off that particular victory in either game. Wars are also more painful, at least potentially (can't get those Towns back in two turns), and the AI no longer accepts peace after one good beat down, or even losing one city. Definitely a little more thought before hand, even if war is only slightly more complicated.
At least there's more control than in Civ2. Man, the number of times a civ with one city declared war when I was building a space ship . . .
