I am definitely going to alter the government types so that there will be four of them: Anarchy, Despotism, Republic, and Totalitarianism.

Anarchy will be the starting state before your people develop a comprehensive government. It will also be a transition phase between two types of government.

Despotism will be representative of the type of one-man rule regimes characteristic of monarchies, from the Roman Empire to Louis XIV to Catherine the Great, as well as military dictatorships like those of Franco or Pinochet and theocracies like Islamic Fundamentalism. The advance should become available with polytheism and warrior code.

Republic will represent democratic republican regimes, from the attempts at democracy in ancient Greece and Rome to the modern republics of France and America. This government can vary from the slaveholders' republic to a libertarian socialist state. The advance should become available with philosophy and code of laws.

Totalitarianism will represent the various attempts at constructing an absolute state and society, from the shortlived reign of the Committee of Public Safety in France to the dictatorships of Stalin, Mao Tse Tung, and Hitler. The advance should become available with nationalism.
 
I think I'll use it for making my own maps occasionally, and maybe playing with some unit stats (bomber ranges, etc..) to see how that balances/unbalances things. I'm not one for making major modifications.
 
I'll be using the map editor heavily, and probably making more governments. I'll also play around withh civs\wonders attributes.
 
This depends on the AI. If there is a large falloff in the quality of the AI when the game is modified, then I'll probably stick to the game as it comes out of the box.
