Huge Problem-Can't immediately declare war!

All,

I just downloaded Civ4Col from Direct2Drive and I cant declare war immediately. The game won't let me enter other civilization's territory so I can start war while they don't have any soldiers guarding their colony. It also won't let me walk into an enemy's territory after I've unloaded my soldier. Whats up?!?!

Is this unique to my game? Do I have to start a colony and wait a few turns first?

Suggestions?

War can't be declared on another European power for the first 20 turns.
